How will decisions be made to clarify "where possible ". When developing land and protecting land come into conflict who decides the best way to proceed? There are too many loopholes. Land is not renewable so proceed carefully.

If you want to grow the greenbelt then stop issuing MZO's that would result in developing the greenbelt. It seems strange that the people needed the wisdom and grace from a company like Amazon to prevent the province from destroying a very important wet land after the province issued an MZO.
