Just a thought.
There should not be any encroachment on private lands, public lands is where the CA should have the authority to do what is best for the enviroment or society as a whole.
Other than that it looks to me that all the proposals are what they should be.

Science tells us that the watershed is the only appropriate scale at which to manage our rivers and floodplains. Conservation Authorities are already set up to manage flooding and erosion risk on a watershed scale.

The proposal does not clearly define what programs and services are currently being provided that would be considered outside the core mandate.

The Conservation Authorities and their agents do not respect private property or private property owners and cannot be trusted to act in good faith.

Conservation Authority designations devalue property, even though the Conservation Authorities will not acknowledge this. Property owners should be compensated for the devaluation of their properties.
The new penalties in the unproclaimed part of the current Act are far too harsh and totally out of proportion to the gravity of the offense. Please remove these penalties from the Act.

Conservation Authorities in Ontario have taken on powers that were never given to them in the first place. Their mandate was to protect public lands, infrastructure and water systems. They should not have any jurisdiction over private property and the rights of those property owners.

This is long overdue - the CA's have expanded out of their primary reason for being (flood plain management) with a financial impact on taxpayers through municipal levies.
