I applaud the move to keep harmful products out of the landfill, reduce waste in all possible ways and encourage consumers to choose long lasting, quality products. However, as written, the proposed regulations for batteries appear contrary to this mandate.

As it is currently written, there seem to be the possibility of 4 hour collection events completely replacing depot based collection in certain areas.

Collection sites. It is understood that collection sites will not be required to register with RPRA. Who will ensure collection sites will be aware of the record keeping requirements? Who will audit collection sites to ensure they have records and that they are compliant with privacy laws?
