These proposed regulations represent significant threats to communities, ecosystems, farmland, surface and groundwater due to the lack of appropriate soil testing before dumping in pits containing groundwater.

Spent pits and quarries should be rehabilitated not turned into dumps for soil from construction sites. Any soil that touches the water table should be preinspected for contamination and rejected should any exist in any quantity.
