Decision details

A decision was made on November 4, 2022 to approve, with forty-four (44) modifications, the Peel Region new Official Plan adopted pursuant to sections 17 and 26 of the Planning Act by By-law 20-2022. Notice of this Decision was issued on November 4, 2022 to Peel Region. 

The adopted Official Plan was reviewed for consistency and conformity with provincial plans and policies and have regard for matters of provincial interests as outlined in the Planning Act. 

The forty-four (44) modifications to the Official Plan have been made to address provincial policy direction related to aggregate extraction, land use compatibility, growth management to the 2051 planning horizon, among other matters. 

The Peel Region new Official Plan, as approved, outlines a comprehensive framework of new and revised policies addressing climate change and the protection of water resources, natural heritage, and rural/agricultural systems. Further, the new Official Plan establishes a settlement area boundary expansion and introduces new policies new policies related to planning for transit and employment areas across the Region.

Pursuant to subsections 17(36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the new Official Plan for Peel Region, as approved with modifications by the Minister, came into effect on November 4, 2022.

The new Official Plan applies to all lands within Peel Region.

Effects of consultation

Public comments received by the Ministry were predominantly focused on perceived development restrictions in the new Official Plan.

The Peel Region new Official Plan was prepared in accordance with the population and employment forecasts in Schedule 3 of A Place to Grow. Based on those forecasts, the Region has planned for a population of 2,280,000 and an employment of 1,070,000 jobs by 2051. 

All comments reviewed were taken into consideration, prior to a decision being made.

On April 28, 2022, Peel Region adopted the new Official Plan pursuant to sections 26 and 17 of the Planning Act by By-law 20-2022. The regional official plan is now before the Ministry of Municipal Affairs and Housing for a decision under the Planning Act.

The new Peel Region Official Plan outlines a comprehensive framework of new and revised policies to guide growth and development within the Region to the year 2051 to conform with provincial plans such as A Place to Grow: The Growth Plan for the Greater Golden Horseshoe, 2019, as amended (“A Place to Grow”) and the Greenbelt Plan. The new Peel Region Official Plan proposes policies addressing climate change and the protection of water resources, natural heritage, and rural/agricultural systems. Further, the new Peel Region Official Plan proposes expansions of existing settlement areas and introduces new policies related to planning for transit and employment areas across the Region.

If approved, the new Regional Official Plan would apply to the entirety of lands within the Region of Peel including the City of Mississauga, the City of Brampton, and the Town of Caledon.
