The Ministry of Municipal Affairs and Housing received a request to make a Minister’s Zoning Order pursuant to clause 47(1)(a) of the Planning Act in the City of Brampton. The Ministry is seeking input on whether this request should be considered and any additional information that may help inform the Minister’s decision-making.

The province is proposing to amend the Development Charges Act, 1997 to: repeal the five-year phase-in of development charges (DCs); reinstate studies as an eligible cost for DCs; reduce the timeframe for the DC freeze from two years to 18 months; and streamline the process for municipalities to extend existing DC by-laws.

Regulatory changes are proposed that would modernize public notice requirements under the Planning Act and Development Charges Act, 1997 regarding newspaper notice and make other amendments to support implementation of legislative changes.

Proposed changes to the Planning Act, City of Toronto Act, 2006, and Municipal Act, 2001 through Bill185, the proposed Bill 185, Cutting Red Tape to Build More Homes Act, 2024

The Ministry of Municipal Affairs and Housing is considering amendments to Ontario Regulation 73/23 to:

1. Expand the list of municipalities to which the regulation applies; and
2. Improve the quality, completeness, and utility of the information required to be reported.
3. Require municipalities to make public a summary of the data reported.

Seeking feedback on zoning by-law barriers to the creation of additional residential units

We are proposing a regulation specifying the circumstances under which the Minister may issue an order to prevent a conservation authority from making a permitting decision and make the permitting decision in the place of a conservation authority or may undertake a review of a conservation authority permitting decision.

The Ministry of Transportation (MTO) is seeking feedback on the Southwestern Ontario Transportation Planning Study to better understand the unique transportation needs and opportunities in the region, and ensure the study is informed by local perspectives and considerations.

Agricultural impact assessments are now required under certain Provincial land use plans (Growth Plan for the Greater Golden Horseshoe, 2017; Greenbelt Plan, 2017; Oak Ridges Moraine Conservation Plan, 2017; Niagara Escarpment Plan, 2017). We are seeking input on a guidance document that outlines the conditions for completing an assessment. 

We are proposing to designate York1 Environmental Waste Solutions Ltd.’s proposal to re-establish landfill operations and re-establish and expand on-site waste transfer and processing operations in Chatham Kent as a Part II.3 project under the Environmental Assessment Act to require a comprehensive environmental assessment of the project.

Ontario Parks is seeking input regarding proposed amendments to the John E. Pearce Provincial Park Management Plan. The proposed changes will ensure that the plan is consistent with the park’s Nature Reserve classification and protects the natural and cultural heritage values of the park.

The government is seeking feedback on proposed amendments to the Official Plan Adjustments Act, 2023 to retroactively reinstate municipally requested modifications to official plans for the cities of Barrie, Belleville, Guelph, Hamilton, Ottawa and Peterborough, Wellington County and the regions of Niagara, Peel, Halton, York and Waterloo.

The purpose of this legislative change is to add a measure to the Public Transportation and Highway Improvement Act (PTHIA) to prohibit Ontario from introducing any new tolling of provincially owned and/or operated highways.

The government is seeking input on creating an optional enhanced time-of-use electricity rate to encourage consumers to shift electricity use to low-demand periods, modelled after the OEB pricing pilot which included an ultra-low overnight price.

We are also seeking input on ways to address barriers to further enable electric vehicle adoption.

We are proposing to expand the boundary of Bigwind Lake Provincial Park, located approximately 20 kilometres east of Bracebridge. Expanding this park would provide long-term protection and enhanced opportunities for recreational activities, such as hiking and backcountry camping.

We have proposed the creation of the first new full-service operating provincial park in over 40 years at Bigwind Lake Provincial Park.
