The government is seeking input on creating an optional enhanced time-of-use electricity rate to encourage consumers to shift electricity use to low-demand periods, modelled after the OEB pricing pilot which included an ultra-low overnight price.
We are also seeking input on ways to address barriers to further enable electric vehicle adoption.

On February 28, 2024, Ontario filed the regulatory amendments to O. Reg. 160/99 and O. Reg 610/98 under the Electricity Act, 1998 to streamline the regulatory framework related to the appointments of directors to the Independent Electricity System Operator’s (IESO) board and to provide clarity on conflicts of interest rules.
We are proposing to amend the Ontario Energy Board Act, 1998 (OEBA) to provide government with authority to ensure fair and informed decision-making at the Ontario Energy Board (OEB) to foster affordable communities.

Propose amending the Ontario Energy Board Act to allow government to prescribe conditions in regulation to fast-track projects through the Ontario Energy Board’s Leave-to-Construct (LTC). If passed, government may propose regulations to exempt energy infrastructure costing between $2 and $10 million from LTC, if duty to consult is met.

On November 10, 2023, Ontario filed amendments to O. Reg. 679/21 (Community Net Metering Projects) and O. Reg. 389/10 (General) to remove administrative burden and clarify regulatory requirements to support innovation and customer choice. The amendments will come into effect on January 1, 2024.

To promote administrative efficiency, the Ministry amended O.Reg. 506/18 to streamline the exemption process for eligible building owners by removing the requirement to submit supporting documentation when requesting either an on-going or annual exemption from reporting.
The Ministry of Energy amended Schedule 1 of O. Reg. 14/18 (Ontario Electricity Support Program) made under the Ontario Energy Board Act, 1998, to update the income eligibility thresholds for the Ontario Electricity Support Program from the 2010 Low Income Measures to the 2020 Low Income Measures.

Following the release of the Powering Ontario’s Growth plan, we are proposing changes to accelerate the growth of new clean electricity generation in the province by allowing qualifying commercial and industrial customers to offset their facility’s demand through power purchase agreements (PPAs) with renewable generation facilities.
As homes and businesses consume more electricity, we want to solicit broad feedback from stakeholders and the public on the future of Ontario’s electricity energy efficiency programs (also known as Conservation and Demand Management or CDM.)
The Ministry of Energy (ENERGY) is considering potential amendments to Ontario Regulation 53/05 (Payments under Section 78.1 of the Act) and/or creating regulations under the OEBA, to allow two proposed Pumped Storage (PS) projects to be rate regulated by the OEB.
The Ministry of Energy has released Powering Ontario’s Growth: Ontario’s Plan for a Clean Energy Future, as the government’s official response to the Independent Electricity System Operator’s Pathways to Decarbonization report and registry consultation. The report outlines Ontario’s plan to meet the province's growing demand for electricity.
Regulatory changes now enable the Smart Metering Entity (SME) to collect, process and manage bi-directional smart metering data, and provides the SME with exclusive authority as of January 1, 2025. These changes support a centralized billing solution for distributors to bill net-metered customers according to their choice of pricing plan.
After consideration of the feedback received on the proposal (019-6521), the Ministry is proposing to make amendments to O. Reg. 393/07 (Smart Metering Entity) to clarify the SME’s authority with respect to bi-directional smart metering data and to provide transition provisions with respect to SME exclusive authority until January 1, 2025.

We have introduced legislative and regulatory changes to enable the IESO to launch a clean energy credit (CEC) registry to track the transfer and retirement of voluntarily purchased CECs generated from Ontario’s clean electricity supply. The CEC registry will provide businesses with a new tool to meet their corporate sustainability goals.

Ontario Regulation 507/18 under the Electricity Act, 1998 (EA), which required Broader Public Sector (BPS) organizations to report their annual energy use to the Ministry of Energy, was revoked and replaced with a new regulation, Ontario Regulation 25/23: Broader Public Sector: Energy Reporting and Conservation and Demand Management Plans.
The Ministry of Energy has moved forward with amendments to Ontario Regulation 161/99 (Definitions and Exemptions) under the Ontario Energy Board Act, 1998 to exempt certain electricity transmission projects from Section 92 (Leave to Construct) approval.
