On April 30, 2024, we issued a new Environmental Compliance Approval (waste disposal site) to K2 Disposal Ltd. for the operation of a waste transfer facility receiving non-hazardous solid waste from industrial, commercial, and domestic sources, located at 1092 Bridge Street, Township of Wilmot, Ontario.

The site will accept only solid non-hazardous waste from domestic, commercial, and industrial sources. No putrescible waste may be received at the site. The approved waste management activities include the receiving, processing, temporary storage, and transfer of waste.

All waste transfer operations will take place within a 600 square metres building. The maximum quantity of waste (include processed, unprocessed and residual waste) stored in the transfer building is 150 tonnes, and the maximum receiving rate is 150 tonnes per day. The facility will operate between 8:00am and 4:30pm, Monday to Friday and 8:00am to 11:30am, Saturday.

Effects of consultation

The following is a summary of the comments received, and how the comments were considered and addressed:

  1. Concerns regarding rodents and vermin.

    Response: Rodents and vermin are not expected to be a nuisance, as the waste accepted on-site does not include putrescible waste. In addition, the following conditions were included in the Environmental Compliance Approval: no putrescible waste is to be accepted on-site, the tipping floor is to be cleaned/disinfected as required, and the Owner is required to hire a qualified professional to develop and implement a pest control plan should pests/vermin become a nuisance. Additionally, the Environmental Compliance Approval requires a complaint response procedure and daily site inspections to ensure no impacts are being generated off-site.

  2. Concerns regarding operation outside of operating hours.

    Response: The Environmental Compliance Approval approves only for the operating hours as provided in the application and in public consultation. The Owner has confirmed that the transfer station will be operated within these hours, and staff will be trained accordingly.

  3. Concerns regarding smells, dust, and noise.

    Response: All processing and storage of waste is to occur indoors, which should minimize any impacts from smells, dust, and noise. To ensure no off-site impacts are occurring regarding smells, dust, and noise, the following requirements were included in the Environmental Compliance Approval:

    1. The Owner shall operate the site such that dust, odours, vectors, litter, noise, and traffic do not pose a nuisance, and if at any time become a nuisance shall take immediate remedial actions to address the problems.
    2. All activities related to unloading, loading, transfer, and storage of waste shall be conducted indoors.
    3. The Owner must maintain and operate the site in accordance with the submitted “Fugitive Dust Control Plan” to minimize dust emissions at the site.
    4. The Owner must take immediate action should odours become a nuisance.
    5. No putrescible waste shall be accepted on-site.
    6. If odorous waste is repeatedly received from a generator/source, waste shall not no longer be accepted from that generator/source.
    7. The Owner shall ensure that any waste causing an adverse effect shall be removed from the site within 24 hours.
    8. The Owner shall ensure all vehicles hauling waste are adequate covered leaving the site so fugitive dust or odour emissions are minimized during transport.
    9. The tipping and loading floor shall be cleaned, wasted, and disinfected as required to control nuisances.
    10. A complaint response procedure to ensure complaints are addressed quickly.
    11. Daily site inspections to identify and address any nuisances.
  4. Concerns regarding site capacity to handle traffic and to store waste. Concerns about truck/vehicles blocking entryway as a hazard and visual impact.

    Response: Traffic calculations demonstrated site has sufficient capacity to handle expected number of vehicles, that there is sufficient space on-site so queuing will not occur on municipal roads. Additional parking will be provided, and no vehicles will be allowed to park along Bridge Street or fire routes. Information submitted to the Ministry demonstrated the transfer facility will have sufficient capacity to store 150 tonnes of solid non-hazardous waste, and the Environmental Compliance Approval will only permit storage up to 150 tonnes.

  5. Concerns that the site will exceed 150 tonnes and that hazardous waste will be accepted on-site.

    Response: The Environmental Compliance Approval only approves for the acceptance of non-hazardous waste, and a maximum storage capacity of 150 tonnes. Storing greater than 150 tonnes of waste or accepting hazardous waste is not permitted.

  6. Concerns regarding increased traffic on local roads (and ability of local roads to handle increased capacity), and concerns regarding depreciating property values.

    Response: Property values and traffic on municipal roads are under municipal jurisdiction and are therefore out-of-scope for the Environmental Compliance Approval review.

  7. Concerns regarding possible contamination from stormwater runoff.

    Response: No stormwater is expected to contact waste, as all operations are to occur inside the transfer facility. A condition has been included in the Environmental Compliance Approval limiting operations and storage to occur inside, and a condition has been included stating the Owner shall obtain any and all approvals required under section 53 of the Ontario Water Resources Act prior to operation.
