Bill 23 will not do anything to stop the ongoing housing crisis that cities in Ontario. In fact the bill will only make the crisis worse. For example, by stopping developers from having to pay development charges for affordable housing and inclusionary zoning. (Schedule 3, Section 2). Then developers don't have a reason for build affordable housing and will continue to build homes and sell them to the highest bidder. Furthermore, the bill further removes the power of conservation authorities, most notably the introduction of Section 21.3 and the amended Section 24 in the Conservation Authorities Bill greatly enhances the Minister's power to circumvent the Toronto and Region Conservation, Hamilton Region Conservation and Grand River Conservation Authorities.
