This proposal is the most despicable proposal that I've ever heard of. We have laws in place to prevent cruelty to animals and this proposal would not be allowed under those laws. How does a civilided nation even consider these horrific things?

This is a unethical proposal that violates the respect for life and gamifies unjust and unfair practices. It is highly oppressive and takes people out of being equals to nature, putting them more on the cruel and subjugating side of nature.

Absolutely horrific. For the animals being hunted. For the nightmares I would have. If only more people placed themselves in the shoes of others, or in this case, the frightened minds of the animals being stalked. We simply do not have the right.
It is a subhuman act of cruelty to allow these licenses to persist.
Foxes and other small game deserve to live.
WHY do you need to teach a dog to hunt??
