At Resolute we pride ourselves in sustainably managing over 5.5 milli is specifically designed to protect individuals of species at risk and their habitat. The ESA does not consider overall biodiversity or the impacts of sustainable management for other species at risk on the landscape. The ESA also places individuals of species at risk requirements/management above socio-economic considerations. In 2013, the Ontario Government announced that under a Section 55 Regulation that forestry would continue to be managed under the CFSA. This recognized that the CFSA already provided protection of species at risk and met the intended purpose of the ESA.

Resolute supports the proposed extension of the current Section 55 Regulation to allow for the creation of an independent expert panel.

The proposed extension under Section 55 of the ESA will provide a predictable regulatory environment and time for an independent expert panel to find a long term sustainable solution for species at risk in Ontario’s managed forests. This is a complex issue that needs to address biodiversity and balance the habitats for all species as well as the socioeconomic impacts. As such, 2 years will likely not be enough time to explore all workable solutions. Resolute supports, looks forward to, and is willing to participate in the formation of the expert panel that will provide for SAR and support the economy of Ontario. Resolute has been protecting wildlife and managing habitat for many decades. Our experience can contribute to the collective knowledge on finding a path forward. Resolute believes that the proposed composition of the expert panel is critical to finding a feasible solution that considers all of the impacts to the ecosystems we manage and the economy of Ontario. Specifically, that it includes representatives from Northern Communities, First Nations, Forest Practitioners, Registered Professional Foresters and Scientists. The deadline for the expiry of the current Section 55 Regulation is fast approaching. In order to provide a predictable regulatory environment, this extension needs to be in place immediately following the end of the 45 day review period. Thank you for recognizing this critical issue. Resolute is committed to continue to support finding workable long-term solutions for providing for species at risk and their habitat, while managing our forests in a sustainable fashion and growing the economy of Ontario.
