This proposal takes stewardship of water in the province in the right direction. Water needs vary widely from township to township, county to county, region to region. Municipalities must have a say when determining their water needs. If towns do not want a major water bottler competing with the needs of people, businesses, farms, flora and fauna, then they absolutely should have the right to say no to any request for a pumping permit. Similarly, townships should be at the forefront of setting priorities for water use. Who knows better what the water needs of an area are than the people who live and work there? Finally, transparency is key. Making data on water taking available to all citizens will allow for better understanding, education and decision-making.
