1) The legislation should be repealed. It is undemocratic and unravels generations of progress regarding good management and planning.
2) If not repealed the powers should be used as follows:
a. only at the request of a municipality
b. only when the municipality identifies to the Minister that it has a matter that it is unable to resolve
c. only to address the goal identified by the municipality
d. In issuing an order the Minister shall ensure that all matters that would have been considered if the order had not been issued are investigated and addressed to the satisfaction of the municipality and affected residents.
