There is no justification for dumping soil into groundwater.
Placing soil into groundwater has the potential for disastrous results on the surrounding community!
You must remove any reference to placing soil into groundwater.
Allowing any soil dumping into gravel pits should be the decision of the local Municipal governments who have a Site Alteration By-law. The province should not have any jurisdiction on that.
