I think the short term extension of the lease is unfair and unreasonable to the cottage owners who have substantial investments in the park. I think that, if the authorities wish to change the policies relating to cottages in the park, the changes should be prospective and not adversely affect those who have already invested in the park. For example, consideration should be given to rules to not permit new cottages or expansion of existing cottages within the park. Similarly policies could be developed to restrict the transfer of ownership/leases other than is specific situations such as death and the passing of ownership within a defined family unit. Over time, the number of cottages will decrease. Similarly, if there are specific actions by cottagers that are considered to adversely affect the environment, restrictions could be placed on such actions with significant consequences for those who "break the rules".
In summary, I think the leases should be extended for a longer term for existing cottage owners with conditions to restrict the expansion of or opportunity for increased number of cottages.
