The proposal doesn't include the increase of the chemicals/composites cited:

'Emissions to the air from this facility include: manganese, lead, calcium carbonate, particulate matter, nitrogen oxides'

nor does it disclose current levels being emitted prior to the proposed increase in ore mined.

For example, no more than 5mg/m3 should be airborn around humans in 8 hours, less for 5 minute exposure. What are the current levels? What are the expected increases in these levels for the proposed change? For calcium carbonate it is 10mg/m3 for the same time frame. What are the levels at the mine? What are the lead levels? I submit that this information is provided prior to any possible approval. Given our environmental standards, I am assuming this is the case and just the proposal details online did not include this information.

As further comment, of a social justice nature, Evolution Red Lake is already one of the largest gold mines in the world and suggests on its website that it puts the wellbeing and welfare of the people in the community and the environment, first. If this is the case, did Evolution ever have nation to nation conversations with the local First Nations bands prior to the purchase from GoldCorp? Was an opportunity given to provide stewardship roles, consultation or financial compensation for the land the mine is on, or a portion of the profit from the gold being mined? This would be nice to know, and hope for, as any such agreements could not be found online and yet these are current day expectations from the intent of UNDRIP, the TRC and recent treaty and court rulings.
