This seems little removed from training dogs in dog fighting rings by allowing them to kill smaller more vulnerable animals to invoke and strengthen their prey drive.
The statement that this will have a "neutral" impact on the wildlife species involved is flawed at best.
What about the ethical impact?
How we allow for the mistreatment of any species, reflects on Ontario as a province.
We can do better than this.
