This is a despicable practice. The practice of trapping wildlife to be ripped to shreds with no chance of escape to "train" dogs is barbaric and should be outlawed. There's no value in this, it is cruel and horrific. Our fox population is not high enough to begin with, you cannot allow this insanely cruel practice to diminish them further.
