The cap & trade system seems to have potential for abuse, and is confusing to most citizens.
Also agreed that there should be no carbon tax.
Instead, I like the idea of a FEE for emitting CO2 or methane, and a DIVIDEND for reducing CO2 or methane emissions.
Fee & Dividend is fair and easy for people to understand.
One more thing: it would be great if you can think of a way to not pay contract cancellation penalties while freeing us from the cap & trade scheme.
