Species of bait fish have already been selected. Why care where they are used. VHS is a red herring for our area. What about blue baby death syndrome?
This will hurt bait sellers. Where do they get their bait, from the body of water where you are going to fish? NO! Streams flow into rivers and lakes. If bait fish are part of the watershed area fished, use anytime. This should include the whole basin.
Does MNR police and prove minnows sold are healthy?
Is decontamination of boats required coming out of the seaway to inland lakes and rivers.
Easier to explain to the fish, what they can't and can eat.
If you are concerned about invasive species. Place dump tanks at boat docking areas with signs stating "Dump unused bait here before leaving"
Impossible to police or is this just another government money grab while ruining bait selling business. You're cutting off the hand that feeds you.
Over governance is costly, limit policy change.
