Dear Hon. Rod Philips,
Ministry of the Environment, Conservation and Parks.

Re: Bill 4 Cap and Trade Cancellation Act.2018.

Your Bill 4, proposal and plan is very vague and has not demonstrated, how you are going to implement and enforce, low carbon emissions levels in Ontario. It is a go as you please policy and we shall decide at a latter date on emission target levels for carbon.

1. The corporate industrial polluter should pay a tax for their discharge to the atmosphere.

2. The corporate industrial polluter shall pass on their cost of this tax to the general public, which is a given. This tax shall provide them with an initiative to invest in new technology to reduce their carbon discharge to the atmosphere. The public share of this carbon tax per person should cost less then a daily cup of coffee.

3. The State of California the 7 largest economy in the world ,which is considered the most progressive and leading environmental jurisdiction in the USA. From their studies and public hearings the legislature passed a cap and trade policy as the best way to reduce carbon emission to the atmosphere.

4. Your proposed Bill 4 shall be considered regressive to fight a reasonable climate change policy. Your aim is to save tax at the at the expense of the health and economy cost to the people of Ontario
