I actually support the phase out of the drive clean program for light duty vehicles. I would suggest however that this is an opportunity to introduce obligates reporting legislation that makes mechanics accountable if they discover pollution gear has been tampered with to report to the OPP for appropriate fines for car owners that are trying to game the system.
OPP should thus be resourced accordingly to handle the incoming calls. Or even better - it could all be handled online and the fines sent in the mail with photographic evidence. Only way to avoid the fine is having the mechanic fix it on the spot or allow a grace period of 30 days to correct the problem and the vehicle
Owner could go in person to their local police station to file the appropriate paperwork to avoid the fine.
