The Ontario Sewer and Watermain Construction Association (OSWCA) submitted comments welcoming a number of provisions that will help to facilitate the reuse of excess soil excavated from construction sites and infrastructure projects, while also highlighting concerns around the two-year delay on landfill restrictions. The OSWCA recommends MECP encourage other stakeholders to adapt and change their soil management practices to avoid further delay; create best practices documents for how municipalities can best establish their own Class 2 Management sites and cost benefit analysis; and standardize municipal requirements to achieve the objectives of the regulation.
