Its an excellent idea to fulfill the shortage we are facing right now. I believe any qualified inspector from other province should be eligible to practice or work as building inspector in Ontario.
I do not agree that any person with only experience should allow to work as building official without obtaining any specified qualification required by ministry.
I personally deal with many professional day to day such as engineers, architects, BCIN designers. I have notice that most of them have minimum knowledge of building coder or they don't know the solution of any problem we face during construction. Most of their drawings are similar for all jobs they are hired for.
I would say all the professional should go through the examination process of building code. I am well aware that this exam is not teaching the code but the course and exam preparation make them sharp and they need to read in detail all the relevant code requirements.
I personally do not agree to provide any designations without proper knowledge gain through study and exam.
Most of filed experience do not involve much code relevant knowledge on site.
