As a Third party auditor, I notice most 3rd party certification audits are conducted by auditing only the Middle Management staff. I also conduct ISO audits where I have been auditing the top management for nearly 30 years.

Suggest to make it mandatory for 3rd party auditors to audit the top management or make it mandatory to top management to participate in the 3rd party certification audits - in (Opening and) Closing Meetings as well as get audited as part of the audit. This will help improve the DWQMS across many facilities. Any concern on middle management may not get filtered when it reaches the top management.
