This legislation is a license to massacre and maim cormorants and other birds such as loons that can easily be mistaken. It’s cruel and foolhardy, having no real impact on declining fish populations. The irony is that cormorants were nearly wiped out by environmental toxins decades ago and have only recently recovered.
