This is a dangerous revision of current species protections. Removal of the term 'harass' allows ambiguous activities to proceed. The habitat definition is too narrow and would eliminate things like contaminating ground water nearby. Removing the permit process means there is no external check before activities take place. Issues can only be addressed after they have already caused damage. Speeding up development is neither necessary nor prudent.
