It is important for municipalities to request an energy model at the site plan level and climate adaptation studies as part of a complete application. This will ensure new development is energy efficient and climate resilient, which are stated goals and objectives of the Province. The regulation says this new change will have a neutral impact on the environment, but the impact could be far more significant if municipalities do not have any control mechanisms in place in relation to energy and climate change for new development.
The professionals that should be accepted are certified energy engineers and certified engineers for energy and climate studies.
I urge the Provincial government to explicitly state energy and climate resilience studies as part of a complete application.
This will provide benefits to residents, limit costly infrastructure expansion, limit costly insurance claims and costs to homeowners for repairs from a climate-related impact, and improve the health and safety of Ontario residents, while saving the Ontario government and municipalities money.
