This proposal is a major change from the master plan submitted in 2023 to Markham City (Markham City File No. SPC 22 115049, DSC meeting Feb 28, 2023). Phase 1 approval was based on the submitted information together with the developer's master plan.
Now we can see there are substantial increases of the following for phase 2 development:
1. From 250 units to 700 units (2.8 times);
2. Max building height from 53 m to 135 m (2.55 times);
3. Substantially increase of car parking (expect increase number of floors of the multi-storey parking podium);
4. I would also request the developer to indicate the increase of the total Gross Floor Area (it is not shown in this proposal, note that 2023 plan was 25,024 m2).
In view of the above, I would express my concern of this proposal causing adverse effects to the community :
1. Deteriorate of the overall living environment of phase one and the adjacent area;
2. Change of the overall streetscape from quite to noisy;
3. Substantial increase of traffic.
One more thing I would like to address:
The developer went to Markham City for phase 1 with the master plan information. Markham City Council based on the submitted information and gave approval for phase 1. Now, the developer is bypassing the City and went to Provincial Government hoping a major change to be given. I don't think this is a responsible way and the Provincial Government should not encourage this way of doing things.
Therefore, I would request the Provincial Government to reject this submission in its entirety. I would request the Provincial Government direct the developer to go back to city for this development.
