The part of the amendment that should not pass is transfer g ownership of the beach areas, specifically the beaches and the respective lots that support those beaches. If there are other parts in those beach areas that are not part of the beach itself, those should be the only parts that should be considered.
Breaking up the beach ownership to basically in half will cause a lot of confusion and it does not make sense.
