This is a great initiative which promotes positive and sustainable engagement with this valuable natural resource. Climbers are a respectful community, who understand the importance of preserving the natural environment, because they have an interest in its long-standing health if they want to continue to be able to climb. Of course there may be exceptions, just as there are exceptions for hikers or any other recreational users. I highly recommend that this measure goes through.
