It is nonsensical to claim there are positive environmental implications to this proposal. Yes, traffic congestion is a major source of air pollution. Promoting public infrastructure that supports people being able to choose zero emission transportation, such as bicycles, would not only reduce congestion, but take vehicles off the road entirely. This proposal does the opposite and has negative environmental impacts by continuing to force reliance on individual motor vehicles.
