While I have read many references to how MSCs 'may' reduce costs for municipalities and property owners, I have yet to see any actual evidence. In fact, isn't most research indicating that, for Peel Region at least, creating a new corporation would A. Cause unnecessary work and confusion, and B. Increase rates for property owners.
Does the government have any real, justifiable, evidence to support this change? Or is it proposing changes for the sake of changes and putting the cart before the horse? Similar to declaring the dissolution of Peel Region before doing research and then having to backtrack? The government is causing endless uncertainty for municipalities and citizens with it's constant make promises first and look for evidence later approach. Quantity of initiatives does not equal quality.
