Cormorants serve a natural, beneficial, ecological function and, because they are largely concentrated in just a few areas, are extremely vulnerable. After nearly being wiped out on two previous occasions, their modest numbers have now stabilized in some areas, while in others, they are dropping. The Ontario government’s ill-conceived plan earmarks this species for extermination.
