To improve traffic flow in Toronto, we need more cycle lanes and more dedicated transit lanes, and fewer cars on our limited road space.
To move the same number of people, cars take up much more road space than do bicycles and buses.
Toronto has a serious problem in getting people to their destinations in a safe and reasonable amount of time.
Toronto has a fixed amount of roads, with an ever-increasing number of motor vehicles trying to fit onto a limited amount of road space. There is also much construction that is taking up lanes of traffic and pedestrian sidewalks.
Eliminating cycle tracks and dedicated transit lanes will exacerbate Toronto's traffic problem.

If you seriously want to improve travel time in Toronto, you need to implement measures that take more motor vehicles off the road, leaving space for those that have to drive (e.g. service vehicles).
Improve the TTC by having dedicated bus lanes, and turn signals that favour a transit vehicle that is moving significantly more people than that of a single motor vehicle.
Install safe cycle tracks so that more people can cycle safely to their destination.
My 20-year-old grandchildren cycle to work and school; they should be able to do without sharing the space with 2-ton (or heavier) motor vehicles.
If more people take public transit, cycle, or walk to their destination, there are fewer single-occupant motor vehicles on the roads. Logically, improving these modes of moving around the City encourages more people to walk, cycle, and take public transit. This reduces the number of motor vehicles on the roads and results in less congestion.
