Mr. Ford seems to forget he is NOT the mayor of Toronto (nor the Prime Minister of Canada). He is the Premier of Ontario and he needs to STAY IN HIS LANE.
Cities and municipalities can and should decide what is best for cities and municipalities, WITHOUT interference from the province.
