Bike lanes serve the local people who live there. Allow the municipalities to serve their communities as they were elected to do - the province needs to keep their nose out of local issues. The cities don't build bike lanes unless the people who live there WANT them.
I ride 10 months of the year and would ride more if the cycling infrastructure continues to improve. I loath being traffic when I'm forced to drive my car. The more we bike lanes we build the more folks will ride and traffic will be reduced. Streets become safer with bike lanes for all road users.
