I would like to express concern with the proposal for standalone corporations for water and wastewater. It appears this change would allow for private companies, or some form of public-private partnership to deliver w/ww for municpalities.
There's ample evidence that private companies generally do not perform better than publicly managed entities when there is effectively a monopoly. Given that w/ww is one of, if not the most important service provided by a municipality it is deeply concerning that these services may be given to a corporation that is not directly responsible to the citizens of the municipality.
