I strongly urge you NOT to proceed with the new regulation under the Planning Act for the open-for-business planning tool.
The many regulatory provisions that could be bypassed via this planning tool have been developed to protect public health, the environment, the long-term health of the economy etc., all the time with due diligence consideration of possible negative impacts on jobs and the economy. Such due diligence considerations have generally resulted in the regulatory provisions taking the form of "minimum standards" which historically have been found to need strengthening as science provides better information on threats to health and the environment. Thus, weakening the regulatory provisions, as proposed in this new regulation is absolutely the wrong direction to be going, and poses greater risk to our health and environment.
The above perspective comes from more than 30 years as a scientist and Professional Engineer involved in, among other things, the development of environmental protection standards.
