The essential proposal is fundamentally flawed.

The real effort should be on POTENTIAL risks (not actual). If you are wrong and miss a potential that later turns into an actual you are WAY WAY too late.
If we really want to protect the environment (which the Ford government clearly does not want to do) we need to be MORE cautious and less willing to let developers and businesses steamroll over what is left of our environment.
We need to make it increasingly difficult to potentially damage the environment instead of making it faster, easier, and more efficient. Therefore from the outset, your proposal is fundamentally flawed.
