By making baits more accessible for elderly and/or disabled hunters will increase their ability to participate in hunting. Bears roam at will and at times long distances 200 metres is a relatively short distance, and bears will likely use trails if it is easier walking, reducing it to 30 will not have that much impact on the amount of time they spend on a trail. As well, hunter presence makes bears wary and likely to slink quietly away and so having baits close to trails should not increase risk of contact with hikers or others using trails.
