This is a step backwards for Toronto being able to manage it's growth. The city has a planning process that aims to balance new residential construction and increased density with ensuring that the necessary infrastructure is available to support its residents. Currently transit, schools, parks and recreation facilities are grossly underfunded and lacking in many of the highest density development areas due to developers using the OMB to circumvent the city's planning process and the current lack of tools to ensure that developers pay the real cost of adding a housing unit to a neighbourhood.
The changes in Bill 108 reverse the very beginnings of progress in allowing the city to have a chance to plan properly for growth.
