Decisions about zoning should be made by residents of a community and municipal councillors and planners, and not by a Provincial Minister who answers to a majority or minority party at Queen's Park (regardless of which party that might be) which may have interests other than local ones at heart.
Furthermore, decisions about buildings which will exist for decades should not be rushed, and appeals should not be quashed. The time necessary to take all stakeholders evidence and concerns into account should be taken.
