Council for the Town of Mono passed the following Resolution at its May 28th, 2019 Session:

THAT Council receives the Director of Planning's Report on Bill 108 dated May 21, 2019 and directs that he submits comments, substantially as reported, to the Province prior to the June 1, 2019 closing of the comment period.

The May 21st Planning Report provided the following comments for response to both ERO Postings noted above:
1. Extend the June 01st deadline for Bill 108 to no earlier than June 28th;
2. Provide stakeholder consultations with all municipalities leading up to the
preparation of associated Bill 108 regulations, to allow for an assessment of their financial implications including proposed changes to the Development Charges Act;
3. Include language, in Bill 108 that ensures financial neutrality for municipalities;
4. Include language in Bill 108 that requires providers of new housing, on a project by project basis, to demonstrate how Bill 108 cost savings that will result from Bill 108, are passed on to new home buyers and renters;
5. Allow Community Benefits Charges strategies and related CBC bylaws to be completed, before enactment of any amendments to the DCA, regarding parks and infrastructure charges;
6. Reconsider the timelines for review of complex Planning Act applications before permitting appeals;
7. Maintain existing LPAT tests for appeal of zoning bylaw amendments and official plan amendments to include only the tests for consistency with the PPS, Provincial Plans and Zoning Bylaws;
8. Clarify proposed changes under Section 37 and Section 42 of the Planning.
