MAKE it CLEAR - Make it FURTHER away.
Reduce the potential of encouraging Black Bears to come closer to recreational trails and rights of way. 200 metre is TOO close. Make it FURTHER away.
"The reduction in bait placement distance restrictions will enable tourist outfitters that provide bear hunting services to better plan and manage their operations for clients."
If the clients cannot manage to hunt unless someone baits the animal 200 metres from their door, then send the client to the grocery store.
