re: proposed changes in the requirements for mining below the water table - an applicant ought to be requested to undertake a study to assess whether a proposed operation could have potential impact son environmental features and water takers users downstream. Such an assessment could include review of takings and other aggregate operations in a pre-determined radius upgradient of a site.
