Most of these changes are completely ridiculous we are already over charged, for moose licenses and now you expect the fee for double licenses. Where does the money go that you already collect for the moose licenses. Why would it matter whether there was 10 in a group or 12 or 15.
This is just a money grab and a way to cut out hunting.
