Ontario's approach to protecting species at risk must be balanced in a way that takes into account the opinions of all stakeholders.
As such the proposed independent panel should take significant account of how species at risk policy affects the overall social welfare of municipalities and first nations communities from all regions where the management of Crown forests is an important factor in economic and social development. The sooner this panel is established and gets to work the better. Hopefully a decision can be made on this proposal by March 30, 2018.
As well, in the interests of reducing uncertainty with regard to present and near future operations while the panel develops its long term approach to protecting species at risk and their habitat while minimizing the impact on the forestry industry serious consideration should be paid to the industry's request for a 5 year extension to the regulation rather than the proposed two.
