I strongly feel that large-scale commercial water-taking should be very rigorously managed, if not outright forbidden. Compromising precious groundwater resources for private sector profit is an unacceptable risk. The moratorium should continue until there is a more thorough public engagement, and in any case, the precautionary principle should apply. In the undesirable event these water takings continue, the price of water to private sector companies should be increased substantially, and if there is any observable risk or adverse effect to the public or public interest, mechanisms must be in place to cease the operations.
