Ontario has a long way to go to catch up with the rest of the world on two-wheeled transportation. To get more people to choose cycling, it must be made easy for ordinary, non-athletic people of all ages and abilities to get on a bike.
Here are my suggestions based on international best practices, and lived experience in Canada, the United States, and in Germany.

Legislate the normalization of the "Idaho stop" where people on bikes, and pedestrians can treat stop signs as yield signs, and treat red lights as stop signs.

Eliminate jaywalking from all legislation. Jaywalking is not a crime.
